Berlin changes the procedure for receiving Ukrainian refugees from 1 December 2025

The Berlin city authorities are revising the system for registering and accommodating Ukrainians arriving in Berlin due to the war.

As the State Office for Refugee Affairs (LAF) told Amal Berlin, the changes are linked to a new organization of reception facilities, in particular Tegel, which previously served as the first point of contact for all refugees.

From now on, the process will begin at the Arrival Center (Ankunftszentrum) located at Oranienburger Straße 285, Building 22, where the Information Point operates. Here, Ukrainians will undergo initial registration, receive necessary information, and complete a medical examination and preliminary screening.

After that, applicants will be referred to the next stage in Tegel, where security checks, official registration, and allocation to accommodation will take place. Access to Tegel will be possible only by shuttle bus and strictly by appointment. Walk-in visits without an appointment will no longer be permitted. Appointments can be booked at the Arrival Center on Oranienburger Straße.

Once all formalities are completed, Ukrainians will be assigned temporary accommodation in refugee shelters or hotels. Those with special needs or requiring care will receive assistance with completing the necessary documentation. New arrivals will also be informed where to apply for social benefits and reminded of the obligation to submit an online application for temporary protection under §24.

The city authorities also emphasized that pets are not allowed at the Arrival Center on Oranienburger Straße 285 or in most refugee shelters. People traveling with animals must arrange private accommodation for them in advance.
